Given,

Force F = 21 N

Mass of A block m_A = 1 kg

Mass of B block  m_B = 2 kg

To find:

The force which is applied on A block =  F_1

Now,

Two block will move forward at the same acceleration. Thus, they will have common acceleration (a) .

So common acceleration is :

 \sf \:  a =  \frac{F}{ m_A + m_B}  =  \frac{21}{1 + 2}  = 7\:  \: m {s}^{ - 2}

 \sf \: force \: \:  \:  F_1 = m_A \times a \\  \sf \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  = 1 \times 7 \\  \sf \:    \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \:  \: = 7 \: N \:
