More people lived in rural areas tend to spread around the vast area, but small cities get occupied by the large population. More people migrant from rural to urban because of high employment opportunities, agricultural distress in rural region, infrastructure facilities and so on.

Private firms want to establish their industry in urban regions because of all the facilities available in urban places. It makes the unequal distribution of resources and creates regional disparity.
