In January 1921, the Non-cooperation movement started. The development which led to the launching of the Non-Cooperation movement was:
• Mahatma Gandhi was successful in launching the Satyagraha movement in all the places.
• In 1915, the Khilafat movement was started to protest against the British government not to abolish the Ottoman Caliphate. This movement helped people in improving the Hindu-Muslim relation and to eventually launch the Non-Cooperation movement.

• In 1919, the Rowlatt Act was passed by the British government. The Indians were outraged by the Rowlatt Act because it gave Britishers the power to suppress all the political activities and to jail the prisoners without any trial for two years.
• He also broke the salt law by peacefully organising Dandi march.
• Finally, in 1920, he convinced people to start the Non-Cooperation movement to fight for the Swaraj.
