Panchayats also known as village assemblies subsisted in early/ancient India as self-governing institutions that had well-defined and distinct functions. The Panchayat institution represented the collective will and collective wisdom of the whole rural community.

EXPLANATION:

   The Panchayati Raj history began from the self-governing and self-sufficient village communities. During the Rig-Vedaera, evidence suggested that self-governing village groups known as ‘sabhas’ subsisted. In the course of time, these sabhas came to be known as Panchayats (council of 5 individuals). Panchayats were operational institutions of proletarian governance in practically each village.

  They bore the rise/fall of empires/kingdoms in ancient times to the present vastly structured system.The village panchayat, as an administration system started during the British period, as their demand to fulfil the local autonomy demands. They started the governance of the lowest levels to the people. Later, the conceptualization of the system of local self-govt. took place by the establishment and endeavour of 4 crucial committees from 1957-1986.

  Local self-govt. means the transfer of the power to rule to the lowest rungs of the political order. It is a form of democratic decentralisation where the partaking of even the proletarian level of the society is guaranteed in the process of administration.The acts of 1992 provided for a 3-tier system of Panchayati Raj in each state - at the village, district and intermediate levels.
