As ionosphere cannot reflect radiowaves of frequency greater than 40 MHz back to earth, the sky waves cannot be used in the transmission of TV signals.

We know that the frequency range of TV signals is 100MHz-200MHz.

So transmission of TV signals is not possible using skywaves.
