yes it is true that transport in plants require living tissue and energy and this is because food materials are translocated from the region of their manufacture or storage, to the region of their utilisation via complex tissue known as phloem. phloem comprises of four types of tarcheary element sieve tubes companion cell phloem parenchyma phloem fibres. only phloem fibre are dead cell while rest are living.

actually what happened is that at the time of transport of food the energy in food is is taken by the phloem fibre to create an ionic energy so that food remove upper side hence it take both energy and help of living tissue phloem.
