because you don't know that all lines that you draw is going to be exact parallel. moreover some things you have to prove in maths in that case I can draw AD = AB.....by scale and say that was the part of construction. understood??? we can't just say things that is why we have to take the general condition that line is not parallel..then prove it parallel and so on
