yes,because a trophic level in a particular food chain may consist more than one species and not restrictive to only one of the species.
if a bird is feeding on grains it would be in primary trophic level
but if the same is feeding on some insects then it would be in secondary trophic level.
hence trophic level represents a functional level not a species..
