The tropical cyclones form over ocean basins in lower latitudes of all oceans except south Atlantic and southeast Pacific. Cyclones form because of the low air pressure above the ocean, where clouds are formed. a. When the ocean water is warm, more than 26°C, water evaporates from the warm ocean and form clouds.

Tropical cyclones are infrequent in the South Atlantic due to strong upper-air wind sheer, cool ocean temperatures and the lack of disturbances to initiate a spin. In the northern coastal region near equator, the differences in temperatures are negligible
