Tsangpo has very less volume of water because river Brahmaputra is known as Tsangpo in Tibet and Tibet is the place from where the river rises and no major rivers join the river in Tsangpo which can increase it's volume of water. While in India Brahmaputra is known for annual floods because many major rivers join Brahmaputra in the states from which the river flows. So, the volume increases and it causes floods.
