Turbulent boundary layer has more skin friction drag than laminar boundary layer. Why?

higher Reynolds number(i.e. turbulent flow) results in lower friction. But, turbulent boundary layer is said to have a much steeper speed gradient at the aircraft skin, causing much more friction drag.
