Silky Bob said this to the policeman, who had come in place of his friend Jimmy Wells, to meet him after twenty years.

As per the deal, the two friends Bob and Jimmy Wells met at the promised spot exactly after twenty years. They started walking. It was only when some light fell onto the man's face that Bob realised that the man's facial features were quite different from those of his friend Jimmy. That is when he said the given line. Jimmy's nose was not pug shaped and time does not change the shape of a person's nose so drastically. Therefore, it was clear that the man wasn't Jimmy, but someone else.
