Stars twinkle because of turbulence in the atmosphere of the Earth. As the atmosphere churns, the light from the star is refracted in different directions. This causes the star's image to change slightly in brightness and position, hence "twinkle." ... Planets do not twinkle the way stars do.

STARS TWINKLE DUE TO ATMOSPHERIC REFRACTION.OUR ATMOSPHERE HAS DIFFERENT LAYERS WHICH CONSTITUTE OF DIFFERENT PARTICLES WHICH CAUSE DIFFERENT OPTICAL DENSITY. THE STARS ARE FAR FROM US  AND SMALLER IS SIZE. SO, WHEN THE LIGHT RAY WHICH FALL FROM STARS TO OUR EYES ,IT TRAVELS THROUGH DIFFERENT OPTICAL DENSITIES DUE DO DIFFERENT LAYERS OF EARTH. DUE TO DIFFERENT OPTICAL DENSITIES THE SPEED OF LIGHT KEEPS CHANGING AND WE FEEL THE FLUCTUATION IN THE IMAGE OF THE STARS.THE FLUCTUATION THAT WE SEE LOOKS LIKE STARS ARE TWINKLING. WE DO NOT SEE THE ACTUAL POSITION OF STARS AS THE LIGHT RAY KEEPS ON FLUCTUATING , SO WE SEE THE APPARENT POSITION OF STARS.
