No they cannot talk to each other without using any device.This is beacause sound is a mechanicak wave and it needs medium to travel so without any medium such as air it cannot reach from one person to other.

The answer is they actually have devices in their helmets which converts sound waves into radio waves and then it transmits it to the ground or to the other astronaut. They have his device because sound waves cannot travel in vaccum.
