We know that

Leads :- Both are opposite and same charge
F₁ = kq² /r²
When 1/4 is given from say +q
Charge on it becomes + 3/4q
Charge on the other body having opposite charge = -1 +1/4 = -3/4q
[take only magnitude]
F₂ = k (+3/4q ) (-3/4q ) /r²
= 9/16 F₁
