When any body is moving so it is kinetic energy.
Then
KE1/KE2 = [1/2 mv^2]/[1/2 mv^2]
KE1/KE2 = [1/2 m4(v^2)] /[1/2 m9(v^2)]
E1/E2 = 4/9 = 4:9
