Let the numberofvalid votes be x
A gets 46%of valid votes that means
46/100×x
=23x/50
Therfore numberofvotes for B will be
X -23x/50
Numberof votes of B -number of A=1600
x -23x/50 -(23x/50)=1600
x -46x/50 =1600
50x-46x =1600×50
4x= 1600×50
X = 1600×50/4
X=20000
Therefore the total number of valid votes cast is 20000
