Let the total votes be x.

68% of x = 68/100 × x =68/100x

it means , 68/100x + 23040 = x

23040 = x - 68/100x

23040 = 32x/100

23040 ×100 /32 = x

72000 = x

so 68% of x or 72000 = 48960

so the winner has won with 48960 votes.
