here we know that

v = 332 m/s

so we have

700 = f(\frac{332 + 20}{332 - 20})

700 = f\frac{352}{312}

f = 620.45 Hz

Similarly when car moves away from each other then frequency of the sound observed by observer is given as

f = f_o(\frac{v - v_o}{v + v_s})

f = 620.45(\frac{332 - 20}{332 + 20})

f = 550 Hz
