The shortest distance is the perpendicular distance.

So, B will reach at point O after time 40/20 = 2 s

At t=2s A will be at 10*2 = 20 m. Means 10 m behind from O.

So the shortest distance between A and B will be after 2 s when they are exactly in a line and the distance between them is 10 m.
