1.After Achyutharaya, Ramaraya served as the true ruler if the empire. He owed his position to the support of the various Nayakas who rose up against the governors that Krishnadevaraya had instituted to weaken their influence. Ramaraya also seemed to have gone back to a traditional elephant heavy force versus the cavalry heavy force during the time of Krishnadevaraya and Saluva Narasimhadevaraya.
2.The empire relied totally on the Nayakas for providing military leadership. But a great many of the them had little to no experience in actual wars. We can see their performance during the battle of Talikota when Ramaraya despite his advanced age was forced to lead the armies of Vijayanagara personally. Despite his faults, Ramaraya was a courageous and brave commander who like his father -in-law led from the front. But that proved to be a blunder as when he fell the armies of Vijayanagara were routed completely
