because two circles will only have equal arc if the angle and length of arc is equal.

Here only the third option satisfies the condition.

So it is the answer.

Here is your answer:

3) 1 and 2 both.

Because when 2 circles are congruent they have same center and they have same angles at the center, thus their length of arc and their area would be same.

If related central angles are congruent then if the radius would be bigger then the length of the arc would be larger, as when we extend the radius at that angle the arc would get larger with larger radius.
