The reason for it is that an increase in pressure decreases the melting point of ice. When two ice cubes are pressed hard between the palms, the melting point of ice lowers which leads to the formation of a thin layer of water where they are pressed together. When the pressure is released , the ice cubes join together.

1. When crushed ice is pressed, its melting point is lowered and some ice melts to form water.
2. When pressure is released, the melting point becomes normal and the water freezes to form ice forming a lump. Hence, the ice cubes get joined together.
Hope it helps!
