Distance covered by First cyclist in 15 minutes
15 minutes = 15/60 hr = 1/4 hr
Distance = Speed * Time
=-> Distance = 24 * (1/4) = 6 km
Now When Woman coming from opposite direction Meets first cyclist then she is 6 km away from second Cyclist
Now in 10 minutes Distance covred by second cyclist
= 24 * (10/60) = 4 km
Distance to be covered by woman in 10 min = 6 - 4 = 2 km
Time = 10 min = 1/6 hr
Speed of Woman = 2/(1/6) = 12 km/hr
