Potential across first bulb, V1=220V
Potential of first bulb, P1=40W
Potential across second Bulb, V1=220V
Power of second bulb, P2=60W
Now, P=V^2/R. Or R=V^2/P
i.e, R inversly proportional to 1/P
Resistance is inversely proportional to power.
Therefore, first bulb having lease power has higher resistance.
