Element of atomic number 16 is sulphur and element with atomic number 17 is chlorine.

Chlorine with atomic number 17 needs one electron to attain Argon noble gas configuration, and when it gains one electron in its valence shell it becomes stable as compared to sulphur having atomic number 16. The reason behind this is, sulphur with atomic number 16 needs two electrons to attain noble gas configuration of Argon. After gaining one electron by sulphur, when it gains second electron then due to presence of already extra electron, electron-electron repulsion becomes greater which makes sulphur stability less as compared to chlorine (Cl-17). .

And an element stability has inverse relation to its reactivity so sulphur reactivity is greater than chlorine. .
