Solution

As you not mention the point of action of both force so I propose two possible cases so that you find your answer.

Case I

When point of action is a common point.

In this case the torque by one force is equal to the torque applied by other force hence balance each other.

So there is no angular Acceleration.

Case II

When point of action is separate by 2R diatance.

In this case both the force help to generate angular Acceleration.

Force = F

Radius = R

Mass = m

Moment of inertia = mR²/2

Angular acceleration = A

Acc to NLM

F.R + F.R = IA

2F.R = (mR²/2)A
