let the volume of each glass be V

milk in first galss = (1/3)V

milk in second galss = (1/4)V

when they are mixed together total volume of mixture = 2V

let the concentration of milk in the resulting mixture be X

so ,

(1/3)V + (1/4)V = X*2V

⇒ X = (7 / 24)

the concentration of milk is 7:24

i.e.,  7 parts of milk in total 24 parts of mixture

⇒water = 24 - 7 = 17parts

so ratio of milk to water = 7 : 17
