let the two forces are A and B....now the resulant of this forces will be maximum when the angle between the two forces is 0 degree or when they are parallel now cos of 0 degree is 1 and the resulant of two forces will simply become A+B(this can be derived using cosine law) and the resulant of this forces will be minimum when the forces are antiparallel or the angle is 180 degree..we know cos 180 degree will be -1 and the resultant will simply become A-B (can be derived using cosine law)....
So now the maximun resultant will be A+B or 21 N and minimum resultant will be A-B or 3N
the ratio will be 21/3=>7:1
