When you press two blocks of ice together the pressure in Fluids the melting point of the eyes so a liquid interface forms. When the pressure is reduced the water freeze and the two blocks join.... The pressing together just helps without them melted surface water.

1. When crushed ice is pressed, its melting point is lowered and some ice melts to form water.
2. When pressure is released, the melting point becomes normal and the water freezes to form ice forming a lump.
