The bulb that is connected with the same side of Resistor R lights up early because of induced emf produces by the coil counters the current which produced it.
Both the bulbs will light up with equal brightness due to an inductor does not provide resistance in the way of the D.C. current.
However inductor also generates induced emf at the time of creating or break of the electric circuit.
