Case I :

When both are in series :

Therefore , total resistance , R = 15 + 15 = 30\ \Omega .

Therefore , current flowing through,  

I=\dfrac{V}{R}\\\\I=\dfrac{6}{30}\\\\I=0.2\ A

Therefore , power ,

P_s=V.I\\\\P_s=0.2\times 6\\\\P_s=1.2 \ W

Case II :

When both are in parallel :

Therefore , total resistance ,

\dfrac{1}{R} = \dfrac{1}{15} +\dfrac{1}{15}\\\\R=7.5\ \Omega .

Therefore , current flowing through,  

I=\dfrac{V}{R}\\\\I=\dfrac{6}{7.5}\\\\I=0.8\ A

Therefore , power ,

P_p=V.I\\\\P_p=0.8\times 6\\\\P_p=4.8 \ W

Therefore , their ratio is :

\dfrac{P_s}{P_p}=\dfrac{1.2}{4.8}\\\\\dfrac{P_s}{P_p}=\dfrac{1}{4}
