In series, equivalent resistance will be
r1 = 10 + 10 = 20 ohm

I parallel, equivalent resistance will be
r2 = 1/(1/10 + 1/10) = 100/20 = 5 ohm

Now power = (V^2)(R)

 \frac{p1}{p2} = \frac{ {v}^{2} \div r1 } {{v}^{2} \div r2 }

 \frac{p1}{p2} = \frac{r2}{r1}

 \frac{p1}{p2} = \frac{5}{20}

 \frac{p1}{p2} = \frac{1}{4}
