Merits and demerits of Indian Councils Act are given below:

Merits:

  • This was also termed as- Morley Minto Reforms- It framed the expansion of the executive council.
  • Indian Council Act brought in better accountability between different working organs at a different level.
  • Increased membership- It provided for increasing the number of its members and hence an expansion in the terms of the working hands as well.
  • The Indian Council Act came as an effective reform providing for the elections of Indians to the legislative council.

Demerits:

  • The veto power giving a concentration of power in the hands of the Governor General still remained intact.
  • The manner and practice of indirect election that was there kept away the direct accountability and barred transparency to an extent.
  • The communal electoral system stemmed communal differences and rifts in society.
