Concept used:

The Greatest Common Factor

Here the capacity of one drum is 59 liter

And it is left with 8 liters.

So 59-8 = 51 liters has been transferred

Here the capacity of another drum is 59 liter

And it is left with 4 liters.

So 89-4 = 85 liters has been transferred

Now

51 = 3 ×17

85 = 5 × 17

The common factor to both 51 & 85 is 17.

Hence the maximum capacity of the container is 17 liters.
