let the numbers be 4x and 5x
given if first no. decreased by 3 and 2nd no. increased by 3 the ratio becomes 3:5
first no. decreased by 3 =>4x-3
second no. increased by 3 => 5x+3
given 4x-3 and 5x+3 are in the ratio 3:5
=> (4x-3)/(5x+3) = 3/5
=> 20x-15 = 15x+9
=> 5x = 24
=> x = 24/5

the numbers are 4(24/5) and 5(24/5)
