When one side is decreased by 10% it becomes (100-10)%=90% of the original, or 0.9×side.

Similarly, when the other side is increased by 15% it becomes (100+15)%=115% of the original, or 1.15×side.

This means that the area of the rectangle is 0.9×1.15×side^2 so the ratio of the area of the rectangle to that of the square is 0.9×1.15:1 = 1.035:1
