we know that the gravitational force between two object is given as,

F = \frac{Gm1m2}{r^2}

where G = gravitational force = constant

keeping r constant, the force depends upon the product of two  masses.

Hence the force will be maximum when the product of both the masses will be maximum

According to the principle of mathematics Product of any two numbers is maximum when they are equal to each other.

m₁m₂ = 2x*3x = 6x²

To make both the masses equal 0.5x mass should be transferred from 3x to 2x.

so both the masses will become 2.5x

hence

m₁m₂ = 2.5x*2.5x = 6.25x²

Hence the gravitational force will be maximum when 0.5x mass will be transferred from 3x to 2x.
