We need to calculate the electric field at location -3q

Using formula of electric field

E=\dfrac{kq}{r^2}

Put the value into the formula

E=\dfrac{k(-3q)}{r^2}

|E|=\dfrac{3qk}{r^2}

\dfrac{E}{3}=\dfrac{kq}{r^2}....(I)

We need to calculate the electric field at location q

Using formula of electric field

E'=\dfrac{kq}{r^2}

Put the value into the formula from equation (I)

E'=\dfrac{E}{3}
