Electric force between two proton beams is given by -

Fe = q.E

Magnetic force between two proton beams is given by -

Fm = q.v.B

Taking ratio of electric & magnetic forces -

Fe/Fm = (q.E) / (q.v.B)

Fe/Fm = E / v.B

But as we know, B = E/c

Fe/Fm = E / v.(E/c)

Fe/Fm = c/v

Therefore, the ratio of electric force and magnetic force between proton beams is c/v.
