Making of natural magnets of high magnetic (pole strength or magnetic moment) is difficult. (they have to be very large in size and weight). Also the magnetism is always unidirectional, single valued and always present.
Electromagnets (artificial) can be very very strong. They can be created/used only when necessary. Their strength can be varied (including direction) as required in time.
