Assume current I is flowing on the circuit ... Then find the current drop across each resistor and use joules law of heating that is (I^2)R ... But the values get the answer

So, for a time t
Thermal energy ∝ 1/R
Ratio of their thermal energy = R₂ : R₁ = 2R : R = 2 : 1
