If resistor are connected in series then

Rs=R1+R2

Rs= 3+6=9

If resistor are connected in parallel then

Rp=1/R1+1/R2 =1/3+1/6=2/9

For series combination V=Is Rs

For parallel combination V=Ip Rp

v/v= IsRs/IpRp

1=9Is/2/9Ip

Is/Ip=2/9/9

Is/Ip=18/9=2/1

therefore the ratio of effective resistance is 2:1
