the one whose mass is more than other (truck which is not empty) will have more momentum. as p = mv, where p is momentum, m is mass of object and v is velocity of object. since p is directly proportional to mass as well as velocity. but the velocities of both trucks are same. therefore, we consider the mass. and hence, truck with some load has more mass and In turn has more momentum.
