You seem to be talking about ratios in the sense of two numbers, like "8 to 5", not as fractions, like "8/5", and you're asking whether expressing "8 to 5" as "8/5" is acceptable.
The phrasing in your question talks about "whole numbers", but that has a different meaning, namely "integer". 8 is a whole number, 8/5 is not a whole number in that sense. I'll assume that when you say "whole number" that you don't mean integer.
The answer to your question is yes. 8:5 may be identified with 8/5.
It changes the intention, though. Ratios like 8:5 and 2:1 are not meant to be added. Ratios may be compared. You can ask if 8:5 is greater than, equal to, or less than 13:8, and that comparison is precisely the same a 8/5 being greater than, equal to, or less than 13/8.
