Let x1 and x2 are stretches in springs.  

Potential enery ratio =u1/u2=(1/2*k1*x1^2)/(1/2*k2*x2^2)

u1/u2=1=k1/k2*(x1/x2)^2

x1/x2=root(k2/k1)

Now, force ratio  

F1/F2=k1x1/k2x2=root(k1/k2)
