if you have MCQ objective type ques, then you don't need to solve this type of questions.
you just apply simple concepts to get the answer and save your time.
If motion is in vertical line under gravity,
a object is projected up with some speed, when it returns to the projection point it's speed is same as that of projection speed but in opposite direction.
so, both the stones have same speed at top of the tower, they will reach reach to the ground with same speed.
so, the ratio of their final velocity will be 1.
