Two times a number is 100% increase. You’re correct. But why is that so?

Change happened from 1x to 2x.

Percentage change=(absolute change/original)×100%

= ( |2x-x|/x)×100% =1×100%=100% change.

There's 100% increase because new value is higher than the original value.

Now, take the question: If we take half the number. Here, 1x is being changed to 0.5x.

Again, percentage change= ( |0.5x-x|/x )×100% =0.5×100%=50% change.

There's 50% decrease because new value is lower than the original value.
