No two wheelers riders should not be given the freedom of choice as to wear helmet or not as if this will happen all of them will not wear helmet except from some people and this will surely increase the chance of accidents in a country. If this rule is made then it's made on some logic and if do the opposite of this then....R.I.P to those not wearing helmets.

No. they should not be given the choice bcz just to a matter of comfort their lives would be risked
