UAE & Qatar have highest ratio of expatrirate population in GCC. Justify your answer with suitable points.

UAE or United Arab Emirates is an independent nation in the Arabian Peninsula. It is a federation of seven emirates and Abu Dhabi is the capital. The seven emirates are Abu Dhabi, Umm al-Quwain, Ajman, Dubai, Sharjah, Ras al-Khaimah and Fujairah. Qatar is an independent country in the Arabian peninsula close to UAE; its capital city is Doha. GCC or Gulf Cooperation Council is a political and economic alliance of six countries of the Middle East, viz. Saudi Arabia, Kuwait, UAE, Qatar, Bahrain and Oman.

Expatriate population or the number of people who have emigrated into UAE and Qatar is the highest among the GCC countries due to the following reasons:
1) With the discovery of Petroleum and Natural Gas, these two countries required both skilled and unskilled people in a bigger way than the other countries in the GCC block as they were were sparsely populated.
2) These two countries had liberal policies to attract expatriates to come and work. 
3) With a high per capita income, manpower for lower level unskilled jobs was virtually unavailable.
4) A lot of construction activity has been taking place, hence these two countries needed foreigners in a big way.
5) The need for expertise was lacking among the indigenous population.
